numbers.sip_config_unavailable is returned when a SIP configuration lookup or number routing update requires a gateway that is not configured in the deployment environment. This is an operator-side issue.
The SIP gateway configuration environment variables are absent or blank on this deployment.
Contact support or configure the SIP gateway credentials in the deployment environment. This error is retryable once the gateway is configured.
